◆Finance Ministry plans state SPVs for Rurban Mission
【New Delhi】The finance ministry has proposed a special purpose vehicle in each state to ensure effective rollout of the ambitious Shyama Prasad Mukherji Rurban Mission, to provide urban facilities in rural areas.
 Announcing the Rurban Mission in his budget speech, finance minister Arun Jaitley had said it will deliver integrated project-based infrastructure through public private partnerships (PPPs).
 "Every state government should be asked to form an SPV that will get approvals from all ministries before bidding for projects," finance secretary Arvind Mayaram said on the 8 th of August. "Funds from ministries should flow into this SPV, which will distribute it to implementing agencies and finally monitor outcome."

【New Delhi】The Narendra Modi Government has amended 46-year-old conduct rules for top bureaucrats to include new provisions that now mandate that a civil servant shall maintain political neutrality and take decisions on merit alone.
 The Government has issued a gazette notification on August 6 amending the All India Service (Conduct) Rules, 1968 for All-India Service officers of IAS, IPS and Indian Forest Service.

【New Delhi】When Prime Minister Narendra Modi took credit on August 1 for stepping in to bridge governance deficit by encouraging self-certification in place of attestations and affidavits, he was adopting an initiative being pushed by a bureaucrat since the UPA days.
 Sanjay Kothari, then the secretary at the Department of Administrative Reforms and Grievances (DARPG), had written to all secretaries of the central government on May 10 and December 13 last year, suggesting them to abolish the requirement of affidavits and promote self-certification.
 According to the letters, the Second Administrative Reforms Commission had recommended this measure in 2009. Kothari's voice has only been heard after Modi chaired a meeting on June 4 with all secretaries and spoke on reforming the public service delivery system.
